Centuries later in 1930’s America, a certain federal investigator tries his best to combat the rise of organized crime during Prohibition, send a particularly infuriating terrorist to Alcatraz, and catch an outrageous thief duo. In 2002, a small group of the original Advenna Avis alchemists are on a journey to find the rest of their fellow immortals. However, there is one companion they did not expect to meet again.

Ikebukuro is home to a host of strange individuals, such as a monster of a man dressed in a bartender’s outfit, a sadist who sells information for fun, and an underground doctor with an odd infatuation. But the most unusual of them all is the legendary “Black Rider,” a headless being who silently rides through the night on a pitch-black motorcycle. When Mikado witnesses this urban legend on his first night in the city, his initial excitement triggers a thrilling but deadly sequence of events, affecting numerous others throughout the city.

But the district’s quirks do not end there; Ikebukuro is swarming with so-called color gangs and their ceaseless conflicts. Among them, a colorless gang known as the Dollars is most noteworthy, as its founder, members, and numbers are all unknown. With odd cliques at every turn and uncanny tales coming to life, humans seem to mix with the supernatural, and Mikado soon dives into the deep sea of Ikebukuro’s myths, deceits, and carefully planned out crises—a dangerous world, but possibly one where he belongs.

Subsequently, famous actor Yuuhei Hanejima has just arrived in Ikebukuro as part of a special TV program, searching for the best couple to give them a chance to appear in one of his movies. However, Yuuhei Hanejima is actually a stage name for Kasuka Heiwajima, Shizuo’s younger brother, and when an anonymous internet user threatens to kill the superstar, this user learns the weight of what that relationship means. Moreover, Shizuo discovers that the one responsible for the attempted attack is the meddlesome pest that he loathes with a burning passion.

Conversely, Himeka Tatsugami wishes to avoid the notorious Rider at all costs; after all, that monster has taken far too much from her.

But despite the apparent peace, Ikebukuro’s anonymous online chat—now joined by Yoshimune—talks about an unsettling development: attaché case thefts are on the rise and odd tornadoes are hitting Ikebukuro—yet no one can understand why.

While Masaomi Kida is gone, Mikado Ryuugamine runs into an unusual problem. His new junior, Aoba Kuronuma, effortlessly finds out about the Dollars’ leader and insists on befriending Mikado. Although Mikado tries to distance himself from the Dollars following the advice of an anonymous user—who he assumes is Kida—their online chat’s newest member shares unsettling stories of the gang being violent, which makes it difficult to ignore.

Meanwhile, Celty Sturluson goes on a job for yakuza member Haruya Shiki. In her absence, Shizuo is attacked by a young girl who refuses to explain the reason behind it. As Shinra Kishitani tries to help, a mysterious Russian pair shows up with but one goal: to kidnap the strange girl.
